Project Presentation:
The National Integrity System (NIS) project, funded by Transparency International, was carried out in two phases.
The first phase ran from March 1, 2013, to December 31, 2014, and resulted in a study on the national integrity system based on thirteen pillars. The objective of this study was to analyze Morocco’s NIS using both a quantitative approach, as a system for strengthening integrity and combating corruption, and a qualitative one that enabled shared reflection between researchers and stakeholders. The study presented key conclusions and priority recommendations to promote sustainable and effective reforms.
Developed by two consultants in coordination with an advisory committee, the study focused on two main aspects: a legal aspect (ordinary and organic laws) and an operational aspect (law practice and implementation). This was the second such study conducted in Morocco, following an earlier one in 2009 carried out by Transparency Maroc as part of a regional project that included Egypt, Palestine, Lebanon, and Morocco.
The project’s second phase took place from March 1, 2014, to January 31, 2016, and focused on advocacy. This phase was driven by the recommendations of the NIS study, which served as the foundation for the advocacy efforts.
Project Objectives:
The goal of the project was to strengthen Morocco’s National Integrity System by promoting greater integrity and transparency through advocacy efforts centered on:
- Raising awareness of the weaknesses within the NIS and the governance shortcomings in its pillars;
- Mobilizing all relevant actors to engage in effective advocacy and monitoring efforts aimed at reinforcing the NIS and applying pressure to ensure reforms;
- Promoting democratic, open, and accountable decision-making structures and procedures.
Methodological Approach / Activities / Tools:
Within the framework of the NIS project, Transparency Maroc carried out the following activities:
- Conducted a study on the national integrity system;
- Organized regional meetings, seminars, and awareness-raising workshops to engage various actors (government administrations, NGOs, civil society, media, political parties) in efforts to strengthen the NIS;
- Carried out communication and public awareness campaigns;
- Disseminated regular updates on the actions undertaken.
